After ﬁnishing high school, Rocío had planned to enter the Normal School (teacher training school) to earn her degree. Most public schoolteachers who have degrees in education are from the Normal School, and although entrance is generally restricted to those who have palanca (a “lever”, meaning good political connections), the fact that both her parents were teachers would usually have gotten her in. There is a close connection between the Normal Schools and the teachers’ union, and all Normal School graduates are supposed to receive a union position.
When it is fully implemented in 2013 or 2014, this program will signiﬁcantly extend English teaching across the country, and entail the hiring of 99,500 new English teachers. Even though each state is putting the program into practice somewhat differently, the Ministry has deﬁned an “ideal proﬁle” and a “basic proﬁle” that a new hire must fulﬁll in order to ensure the quality of teaching. As of the 2011–12 school year, and although the program had only been 10% implemented in most states, many coordinators observed that they were already encountering difﬁculties ﬁnding candidates who met the basic proﬁle to ﬁll vacant positions.
